WARREN, Mich. — One year after Warren police launched Operation Cycle Break with Turning Point, the department says early results suggest the approach may be helping reduce repeat domestic violence offenses.

The Warren Police Department and Turning Point Inc. program aims to connect domestic violence survivors with immediate resources to help prevent future abuse. The initiative focuses on trauma-informed responses, connecting survivors with advocates and community resources, and improving follow-up after an initial domestic violence call.

In January, Warren adopted a city ordinance making it a misdemeanor for someone charged with domestic violence to violate a no-contact order. Since the ordinance took effect, police report 68 arrests related to violations.

In 2024, the department estimated that roughly 12% to 15% of people arrested for domestic violence went on to reoffend. The current reported recidivism rate among Operation Cycle Break participants is 7.8%. Police say the figures are one measure of progress and do not alone prove the initiative caused the decline.

Officers have achieved a 71% success rate in following up with victims, according to the department. Turning Point has worked with Warren police to train officers and keep survivors connected to support after the initial 911 response.
