Current laws inhibit the construction of multi-family units like duplexes and triplexes in R1 zones, while R2 zones are limited to duplexes only. These restrictions not only hinder urban growth but also create increased challenges for small developers who are seeking to provide affordable housing options. The high costs associated with complying with complex zoning rules lead to increased building expenses and project delays, making affordable housing even less accessible.

Detroit is grappling with a critical affordable housing shortage, exacerbated by zoning and permitting processes which consume a significant portion of development budgets, thus raising rental prices. For example, the planned Meijer Rivertown Market development lost 200 anticipated housing units due to high expenses linked to mandated underground parking. In addition, zoning laws restrict the establishment of essential businesses like grocery stores and restaurants outside designated commercial districts, further perpetuating the issue of accessibility in the city.

Authorities recognize that streamlining these regulations could boost building activity and help reduce housing costs in the long term. A recent vote by the City Council aimed to facilitate the licensing process for small businesses, which is a step in the right direction, but comprehensive zoning reform remains necessary. Moreover, an adaptive reuse ordinance was introduced allowing certain business types to bypass lengthy rezoning processes, effectively facilitating the establishment of new businesses in residential neighborhoods.

The city’s inefficient land use is reflected in the fact that approximately 30% of downtown Detroit is allocated for parking, a statistic that ranks among the highest in the United States. Proposed state legislation seeks to reduce parking requirements to 1.5 spaces per dwelling unit, which aligns with the push for more efficient land-use policies. Additionally, four new bills are advancing through Michigan’s state legislature to ease zoning regulations statewide, aiming to support housing development efforts.

Relaxing Detroit’s zoning regulations could result in the generation of an additional $20 million annually in property tax revenue without imposing increased taxes on current residents. As the city looks towards future leadership, the next mayor is encouraged to prioritize zoning reforms to exploit the city’s development potential and foster sustainable community growth.

Amid the housing crisis, Detroit is also experiencing a significant shortage in child care services. As of 2023, around 37,000 children in Detroit require child care, with an alarming deficit of 15,500 slots in local facilities. In response, the City Council has approved new zoning regulations designed to facilitate the opening or expansion of daycare centers in residential areas. The new rules will permit freestanding daycare centers to be established in R1 residential zones and enable in-home daycare providers to increase their capacity without the necessity of conditional use permits.

Despite these positive zoning changes aimed at addressing the child care crisis, some members of the council express concerns over community feedback and the potential impact of daycare centers on local neighborhoods. Navigating these complexities in zoning laws is critical for Detroit to effectively address its pressing housing and childcare challenges.
