Last year, DPSCD reported serving 2,092 ESE students in self-contained programs, excluding those enrolled in center-based programs or who received support in general education settings. The district has seen a growth in the number of special education students, with a total of 217,569 students enrolled statewide for the 2023-24 school year. This is part of a broader trend affecting special education enrollment across Michigan. Following a dip during the pandemic, DPSCD’s ESE enrollment is projected to rise from 7,229 last year to approximately 7,708 by 2025.

The planned realignment is designed to enhance service delivery by streamlining operations, reducing travel time for families, and ensuring that ESE classrooms are adequately staffed. The initiative is expected to provide closer proximity to home for 1,034 students, effectively cutting average commute distances in half. Additionally, ESE pre-K students will now receive programming five days a week, which is intended to improve their educational experience.

However, the restructuring process has generated mixed reactions among parents. Many have expressed concerns over the frequency of changes that may affect students needing special education support, such as students like Lauren, who rely heavily on these services. Parents have also pointed out frustrations regarding communication from the district regarding significant changes, indicating that some received minimal notification about the restructurings.

As part of the restructuring, the district is also planning to transfer ESE staff from closed programs to newly established ESE hubs beginning this fall. Despite these attempts to centralize ESE services, Board Member LaTrice McClendon raised concerns about the school’s communication efforts with parents throughout the restructuring process.

Additional support strategies for ESE students include increasing the availability of wraparound services such as counseling and occupational and speech therapy. These services aim to enhance the overall support system available to special education students across the district.
