Windsor, Ontario – A new publicly accessible cultural pier is scheduled to open in Windsor at the end of September 2025, despite uncertainties surrounding the completion date of the Gordie Howe International Bridge. This $6.4 billion infrastructure project has faced delays that may push its opening to 2026.

The cultural pier, which is owned by the Windsor Port Authority, is being developed with an investment of $2.5 million, partly funded by $980,000 from the Gordie Howe International Bridge Community Benefits Plan. This initiative aims to enhance social and economic wellbeing in local neighborhoods, including Sandwich Town in Windsor and Delray in Detroit. The pier will feature First Nation interpretive art, benches, and scenic views of both the Gordie Howe and Ambassador bridges.

Peter Berry, the Harbour Master of Windsor Port Authority, has confirmed that the construction of the pier is on track and will open as scheduled. In contrast, the completion date of the Gordie Howe International Bridge remains uncertain, with reports indicating that construction of the bridge is currently 98% complete, but initially anticipated timelines have been considerably adjusted due to ongoing challenges.

Originally, the bridge was scheduled to open in August 2025, but complications arising from the COVID-19 pandemic and a shortage of skilled labor in the region have led to these delays. The shortage may partly stem from labor demands at a nearby car battery manufacturing plant project, further complicating timelines for the bridge’s construction.

While the bridge construction progresses, the Windsor-Detroit Bridge Authority has been unable to confirm whether it will meet its projected September 2025 opening. The Canada Border Services Agency and U.S. Customs and Border Protection have stated that they require nine months and six months, respectively, to prepare their facilities for the new bridge. This requirement is critical to ensuring operations run smoothly once the bridge becomes operational.

Current construction activities on the bridge include landscaping, paving, and improvements related to the Michigan Interchange, which is vital for the connection to the U.S. Port of Entry. The interchange is also experiencing its own set of delays, as ramp completions and enhancements in signage and traffic marking are still ongoing.

In addition to the construction issues, ongoing testing of technological systems and processes for toll operations is being conducted to ensure that user experiences at the bridge will be efficient and seamless. Once completed, the Gordie Howe International Bridge is set to become the longest cable-stayed bridge in North America.

Funding for the entirety of the bridge project is being provided by Canada, with plans for tolls to be collected until the project is paid off. Afterward, revenues will be shared with the United States, creating a financial arrangement beneficial for both countries.

As Windsor citizens anticipate the opening of the new cultural pier, they are also closely watching the developments surrounding the Gordie Howe International Bridge. The bridge is not only expected to enhance cross-border transportation but also provide significant economic and social benefits to the surrounding communities as part of its broader goals.
